It costs a little more initially, but more than pays for itself over time. Hardcoat Stucco (traditional stucco) will provide almost everything that EIFS does for a lot less. The only difference is that hardcoat will require a new coat of elastomeric sealant every 5 to 10 years. Every home has different needs.
